Dear LEPC Member,
With March 1st fast approaching, I felt the need to remind all of the Tier II
facilities of the procedures for report submittal.
First, you must download this year’s version of “Tier II Submit 2006” which is
available on the internet at:
http://yosemite.epa.gov/oswer/ceppoweb.nsf/content/tier2.htm#t2forms
It is important that you use the latest version of this software so that your
submitted reports work on our reporting and emergency planning software.
The software allows you to import last year’s report (2005) into version 2006
so time is saved when you have the same information as last year. Follow the
directions listed on the website or download the guide to help with your report
tasks.
LEPC 3 requires that all tier II facilities provide both an electronic and printed
copy of the Tier II report to the LEPC. I request that all electronic copies be
forwarded via e-mail to rilepc3@yahoo.com. Also note that I will send a
confirmation e-mail upon receipt of your electronic report. Paper copies
should be sent to:

Paper copies are still required due to the unresolved issues that electronic
signatures present. Hopefully, these issues will soon be resolved and the
system will become all-electronic.
In past years, many facilities have sent copies of MSDS sheets. You do not
need to send these sheets unless specifically requested by the LEPC.
Instead, please send a list of all of the MSDS chemicals on site and the usual
quantity on hand.
Finally, all Tier II facilities are required to file an electronic site plan of your
entire facility. Send these plans(JPEG format) via a separate e-mail
attachment, to the above e-mail address.
